jack.pc and all C header files (i.e jack.h) are not included with the regular
"jack" package, but with a separate "libjack-dev" package. The exact -dev
package name may vary from distribution to distribution. Use:
apt-cache search --names-only jack
to get a list with all packages having "jack" in its name. Then install the
right package with
apt-get install PACKAGE_NAME
