A problem was found in Neon.3 whereby some http packages brought in by the Docker Tooling plug-ins caused issues to other projects. To fix this, a respin was made for Linux Tools in the form of a point release (5.3.1).
The Eclipse download site for Linux Tools has been updated and any search for updates will find the new versions of the packages.
