Static would be easier in theory. is your friend behind a router? Like a D-link or Linksys? if so you will need to forward port 22 on the router to your friends internal IP. If your friend has a DHCP address it will obviously change occasionally and you would need to update the forward. if your friend assigns a static you should only have to do it once. When you connect to your friends computer you will use the ip his router has, not his internal ip.
