I'm gonna have to agree with Chris, we are getting way off topic.  As far as
control of the internet, while a nice bill, it's one of those bills that's
barely enforceable.  The internet is a homologous, loose confederation of
networks, if the government can control a part of it, it still leaves most
of it to chance, look how long piratebay lasted.  It's easy to create a
darknet...  I peer with you directly, you peer with me, you peer with Bill
over there and they with Jack and we run our own root DNS, screw the
government.  Internet2 is already part of that "other" network which the
government could scarcely hope to control.  Now with other regulatory bodies
such as RIPE and APNIC the government can do little to try to control ALL
traffic.
