I don't have an alternate solution but I will say after using Photoshop for a
time and moving over to GIMP, its not easy. The way they designed their
navigation for simple things such as moving different layers, adding effects,
or just simply adding text add to some frustrating times as you try and get
used to GIMP. So if you really are ready to use GIMP try picking up a good book
or looking at some video tutorials online to just learn the UI. Personally GIMP
can match Photoshop in a lot of features that a web developer might need in
editing/creating pictures but I still prefer Photoshop over GIMP because of the
UI.

I agree with Chris,  Gimp is the best alternative to photoshop, and
you can run it on several platforms.  I actually prefer Gimp over
photoshop.  There is no real alternative to Illustrator yet, however
inkscape is the closest FOSS choice.  There are some alternative
vector graphics apps that cost money, but i have never tried them.

A second option is running Photoshop and illustrator in wine or
CrossOver Linux (http://www.codeweavers.com/products/cxlinux/).  I
have setup photoshop and Illustrator successfully with wine and
crossover in the past.  CrossOver is a bit easier to use.  The
downside of using wine or CrossOver is that the newest versions of
windows apps will sometimes not work depending how long the community
has had to work the  bugs out.
