I got this guy who is trying to install windows on his box.
he says that he has tried it on two hard drives and it stops
at about %60 percent of the file install before it gets to the
actual complete install where it reboots.

The funny thing is that it is happening on two hard drives.
He has a third hard drive, which has all his data files. So
I told him to burn a copy of ubuntu, or crunchbang, because
crunchbang comes with vlc player (so he can play a movie,
just to make sure his mother board is ok) out of the box, and copy
all his data files to and external drive so he can then use the
third hard drive to install windows.

at first when I told him to install ubuntu, he was against it, but
then when I told him he could use the live disk transfer his files
to another drive he liked that idea.

This guy is a windows lover, but I will be telling him about the
virtues of linux if I go to check out his computer.

My question is, if his computer is failing to install, (where it previously
has succeded with the same two hard drives) at about %60 of the install,
is it most likely that the problem is the hard drive, and if I run ubuntu
live and it works, does that confirm that the mother board is good?
I know it could just be coincidence, but it seems strange that both
hard drives would die at about %60 percent of the install.

I also told him to clean the install disk with one of those mechanical/
buffing cleaners, be he told me that he had tried different coppies of
the windows install disk. I also know that this could also be coincidence,
so I told him he should clean it anyways.

He said that he has noticed that he had a virus, and that is why he
was reinstalling. I will have to ask him more questions, but this also
sounds like it could be a power source problem.

Should I do more than run a live cd to confirm the mother board, is
okay? for example, should I play a movie?

Any comments/ suggestions, or whatever would be greatly appreciated.
