So the rule is only static HTML? Sounds like they are just giving you a plain "home page" not a web site. Maybe inquire if they have a different policy for various other web sites than for the faculty web page, and figure out whose rear^h^h^h^h^h^h^h^h^h^h what form you have to fill out to get one of those.
