This shows the perils of upgrading versus running the live CD to see if it works and then doing a fresh installation.
Can you choose Recovery from the grub list? If so what happens if you do? I would download and burn the Live CD and see if it boots fine. Then I would check var/log of the hard drive of your Ubuntu installation for error messages. There is lots of info here about things to try: https://help.ubuntu.com/8.04/installation-guide/i386/boot-troubleshooting.html There is a section where they discuss boot parameters. You might want to try some of them. For example, if you think it is a graphics problem then you could try fb=false video=vga16:off as mentioned in the link. It could be anything and we are shooting in the dark without knowing more about your system and what you did or what you see when you boot etc. As a worst case scenario you can always re-install 9.04 which worked for you. If this is your first upgrade experience then it has not been the best. Sometimes things go badly, but most of the time they do not. You should be able to back up your data from the Live CD of either 9.04 or 9.10 before moving ahead.
