Assuming Ubuntu. Don't drop the power like that, CTL-ALT-DEL will give you a menu to shut down...tab to the right button and hit space or enter instead of dropping the system power..
Other than that, I can't help you with the laptop but on my desktop, my mouse doesn't have a problem coming out of hibernation or standby......
