First, who or what made you try out ubuntu and linux? "ubuntu-restricted-extras" is a collection of different non-opensource / closed source / proprietary applications, codecs, and libraries that were ported or made available for Linux, most specially for Ubuntu.
This package provides support for DVD playback, MP3 playback support, and many many others. This is not a traditional application that you can just download off the torrents ( I think you're keeping that MS/Windows mentality here). To install ubuntu-restricted-extras, you open your command line (also known as the "terminal" in linux and unix) and type "sudo aptitude install ubuntu-restricted-extras" .
