Squid can perform policy-based routing based on a variety of criteria, including using a separate program to retrieve an ACL level (eg. write a program which interfaces with MySQL or Redis to determine how to route a request). Depending on how you define routing, it might be what you're looking for. Disclaimer: I'm a computer scientist, not a network tech.
