Okay I'll be honest here most DEs are worthless to cofigure Laptop Power options with the exception of Gnome and KDE. KDE 4 is pretty intensive so Gnome in a minimalistic mode is your best option. The power consumption issue at the moment is the Kernel bug in the 2.6.37 and 2.6.38 kernels. My understanding is this is fixed with the 2.6.39 kernel but I haven't tried it yet.

For your purposes a Debian based Distro that uses the experimental repositories is probably the best option to go with. www.distrowatch.org can help in finding a good distro based on Debian Experimental.

I tried Linux Mint, but it sucked dry my laptop battery fast. I attempted to try PCLinuxOS just a few days ago, but the Live DVD would not boot after Grub regardless of the numerous kernel options I put in.
