The sentence didn't make sense to me. Are you asking does the word "enable"
in the file /proc/sys/net/ipv4/tcp_tw_reuse set the "timewait - reuse"
option of the TCP/IP stack? No, you would use a number 1 to enable that
feature, and a 0 to disable.

echo 1 > /proc/sys/net/ipv4/tcp_tw_reuse
