There are dictionaries in the repositories. Some are integrated into applications, some are for the desktop environment and some are stand alone.
Some will have a GUI but some may not and therefore won't have a menu launcher. Do not download applications unless you know what you are doing and it is a trusted source. I don't know what distribution or desktop you are using so it is hard to be specific. In Ubuntu you could install Golden Dictionary but other distros may not have it. There are also online dictionaries such as dictionary.com.
