pdfchain is a gui for pdftk pdfshuffler does some of what you ask pdfedit has pretty full editing capabilities, though less of the shuffling/rotating variety.
They're all GUIs, but I can't speak to whether they'll have all of what you ask. Probably do at least between them. They're all in the repos for Debian, so they should be for Ubuntu.
