This is a big undertaking and a single magic bullet is not available. Right off the top of my head, you may be able to use these:
- captive portal - comprehensive authentication, authorization, and accounting (AAA) You may need to use services like LDAP, RADIUS, etc.. As for linux distros, you may take a look at Untangle, ClearOS by ClarkConnect, RedHat / CentOS (will require some work done). There are others that I can't recall.
