At first impression, I would think it's a profile issue. Have you tried
deleting the Chrome folder in the user profile directory? I also did a
quick search (as I'm sure you did) and there was a bug a few years ago that
did almost exactly as you describe. I am sure you are up to date on your
software, but wonder if this is a recurrence of the same bug? It's worth a
try:

"go to setting-> show advance setting/privacy/content settings
under cookies make sure it is clicked onto "allow local data to be set" and
then click done.
if your "allow local data to be set" on but it is still not saving your
stuff. try click on "keep local data only" press done. restart chrome, and
then go back in and click on "allow local data to be set" again." -
