At first impression, I would think it's a profile issue. Have you tried deleting the Chrome folder in the user profile directory? I also did a quick search (as I'm sure you did) and there was a bug a few years ago that did almost exactly as you describe. I am sure you are up to date on your software, but wonder if this is a recurrence of the same bug? It's worth a try:
