Try making your bootable USB with unetbootin.

a file in a directory, but due to some error went in an infinite loop.
I'm running the Debian 9.3 UEFI installation. I rebooted my machine,
then booted into the installer's rescue mode. The `logs` directory is
in `/target/EFI/dell/logs/`. When I ran `rm -rf
/target/EFI/dell/logs/`, I got an error saying it's a read-only
directory.
When I run `cat /proc/mounts`, here's what I got:

How do I fix the `logs/` directory so the Debian installer does not go
in an infinite loop trying to find files in it?
