Scott, please note that the "traceroute" command is different than
"tcptraceroute" that I originally suggested:  "traceroute" uses udp / icmp
by default, nevertheless, if you don't want to install "tcptraceroute", you
could also use something like:

sudo traceroute -P tcp -p80 weather.gov

(though I guess tcptraceroute might do better for http, but haven't really
looked into that).  Here's my output from both commands, to give you an

If running such commands for different domains from your machine fails to
reach destination, you should commonly see the last hops (network nodes)
successfully reached, and diagnose where it might be being blocked, if
that's the case.

Now, for the curl test, in my case getting 'https://www.ted.com/' tries to
reach the same destination IP as in your case (34.230.160.103), but
ultimately succeeds.  So I would say the problem is not related to DNS
resolution in your host.
