Err. To be able to su depends on whether you are a
member of the wheel group. su command is I think
included in the coreutils package. Meaning that it's
_always_ available on _all_ systems.

Now what sudo does is that it allows certain people
(The ones you specify in /etc/sudoers. You can specify
the group as well.) to execute commands that would
require root privileges without the root password.
This is quite useful on multiuser systems where you
may want people to, say, be able to dial a pppoe
connection without giving them the root password. sudo
has nothing to do with su. On your Ubuntu system, they
don't have any root password. All users can (Windows
style) execute the root commands with sudo. That's one
reason why it's called "Debian for lamers"... as in
people who can't use/install Debian because it's too
tough for them :P I don't know enough about Ubuntu to
say any more though.

And I don't have a Sify connection. I'm still using
that Tata Indicom line ;)

Who told you that 'sudo' on Ubuntu/Debian does not require a root password? It definitely does, unless maybe you tweak it not to ask for a password for certain user(s).
