I've not seen or been able to reproduce that behavior on my own
(non-Ubunutu) box. Are you just using "xsetwacom set <touch device id>
touch off" to disable touch?

I'm not aware of any changes that would have affected that behavior,
but go ahead and provide the version of both xf86-input-wacom
(`xsetwacom -V`) and the kernel (`uname -r`).
