OK, I've found the new ubuntu low latency kernel ans installed it with 
headers.

I've compiled kernel module 7.7.8 and install it then do a "make 
install" for the others wacom stuff.

The wacom mouse become to work in relative mode, great !! But the wheel 
remains in bad scroll ; when I find another post that tell to type :
xsetwacom set cursor RelWUp "button 5"
xsetwacom set cursor RelWDn "button 4"

I did that and the wheel is now working fine...wonder if it's persistant 
after next reboot  but it's too late now, I'm going to sleep
