He was right, I took the machine apart and found the cable to the power
switch was disconnected.  I attached it, made sure both microswitches 
were engaged and wow .. it went through its tests and wanted a startup
device.  Unfortunately the disk drive doesn't seem bootable.  I can
hear it seek each time I ask it to boot from there, but it reports '82'
with a cheX over the platter icon.  

I don't have a floppy set, but I'll check ftp.info.apple.com to see if 
they are hanging around them.
