Um, maybe my English isn't all that great, but the word 'PROPOSED' would
sure seem to imply that this isn't quite FINAL yet.  Thus, if we have
problems, and at least some of us do, and we know where to complain,
and surely some of us know both where and how to do THAT, then there is
still time, brother!  

And based on the stuff Michael B. posted, it sounds like his interpretation
is completely valid and within the letter of the RFC, though only the
drafter could say for sure if it is within the intended spirit.
