I can assure you that the question was raised only in the context of some
*automated process* sending out the notifications.
The IMRSS Project has already cataloged over 100,000 open relays. We most
definitely DO NOT have anybody who is interested in volunteering to send out
100,000 personally composed messages.
Fortunately, we may have found another solution to the problem, and one that
will not involve spamming.
