LServe does this IIRC.  I'm looking at working a way under
MTA+Mailman to embed the archive URL for a message into each message
on its way out (kinda difficult due to archiving being a
disconnected operation).

Due to the privacy and security implications of HTML mail (ala web
bugs, java, etc), I dissallow HTML on any list I run.  I will NOT
allow any of my lists to be used to invade or probe the privacy and
security of other's or their systems.

HTML email either gets stripped or the post is silently dropped in
the bit bucket.  I'll admit that bit bucketing it is probably not
the wisest long term course, especially with AOL et al making it
increasingly difficult for their members to not send HTML mail, but
its tantalisingly easy.  HTML strippers need to get quite a lot
better.

Embedding URLs in a message does not require HTML.  Most MUAs that
I've checked are able to make textual URLs in messages live and
directly clickable.

Yup, I merely disagree with your interpretation of it as regards CCs
on replies to list messages.  At the point that I reply to a list
message I'm entertaining a discussion with the poster.  The list at
that point is getting the courtesy copy via CC (notice the above
headers).  If that's not the behaviour that you specifically wish,
setting Reply-To: or (variously supported) Mail-Followup-To: is the
correct approach.

Then set the appropriate headers on your messages to obtain the
behaviour you want.  

Note: You'd have a better case if this list set RFC 2369 List-*
headers, but it doesn't.

Also realise that others, such as myself, specifically want the
behaviour you deplore.

This would seem more of a concern for the state of your your mail
