Have you looked at Majordomo2 ? It's technically not released, or even in beta, but I've been using Mj2 for a couple dozen lists for several years now. Lots of stuff (like per-user moderation) that Mj1 didn't have. I'm certain you're enough of a techie to check out the source using CVS, but the code snapshot tarballs may not be up to date.
