Actually CF will just zip through the <noscript> tags and process the CFSET.
The <noscript> tags are meant to show an alternate display when Javascript is
turned off. In other words you'd place a message, or even a whole different page
between them in order to let the user know that they need to turn Javascript on.
Alternately, there's a product called Browser Hawk that runs on your web server
(not the CF application server) that can tell the capabilities of a browser when
it requests any page from the site. The .dll file returns whether or not JS is on
or off, also detects plug-ins (Flash, Director, etc.) and can pass those values
to CF.
