On ours, passing the username/password in the appropriate attributes in
the cfhttp tag seems to work. However, this means that it wont get
passed to a page that needs authentication, and this technique won't
really work if the proxy and destination site are on different ports
(ie, proxy on 8080 and destination on 80)

Subject: CFHTTP with an authenticating proxy
Does anyone know how to pass a proxy running on port 8080 a user id and
password when using CHFTTP?
It does not look like there is an option for this.
