They're generally known as "Search Engine Safe" or "SES" url's... If you've got keywords that change dynamically on a page by page basis, and you really want to make sure individual pages are indexed by the search engines (a magazine with articles for instance) then it could be useful. Of course, search engines getting wise wouldn't so much mean them figuring out how to ignore the ses url's as much as it would figuring out how to use the query strings instead. And some of them are headed that way already. I've heard a couple people mention iirc google indexing some of their pages with query strings. So ultimately I suspect the whole ses thing will be a vanishing issue, much like the now non-issue of long and obscure url's for free hosting services like geocities which once built up a small industry of url-redirection services that no longer exists. But if you really need it now it's plenty doable.
