You could definitely do this in Flash.  You would need to re-write it
though.

Don't know if it could be done in flash or not, as I don't know what all
Flash can do. We have "forms" that data needs to go into the fields of
the forms. We also "auto populate" all common fields. Example would be
an address field, if the address is entered on page one in that address
field, then all "address" fields on all forms would have the same
information. We currently have 7,500 data fields on forms. The data
entered also needs to pull and push to and from SQL.

I doubt you're going to find a straight port tool; you'll probably
just have to re-create it in the target environment.  I'm sure you're
aware of the headaches that are involved with Java applets as well--is
this something you could do in Flash?
