Hmm ... let's walk through this and see if I understand what you're
trying to do.

First and foremost, javascript can't access the filesystem so it would
be impossible to get it to read any files at all, let alone being able
to search PDFs in the manner in which Verity does.

Are you trying to distribute a CD of PDF files that has search
functionality?  I believe in most cases when I've seen CDs that do
that it's done with Java, and even then you get prompted to allow the
Java piece to hit your local filesystem.
