That's the easy part. The hard part (well, not hard, but kind of a pain on Windows) is configuring the user accounts, especially if you want certain users to be dumped into certain directories when they log in. Rather than use the Windows stuff I'd recommend installing Filezilla Server: http://filezilla.sourceforge.net/ It's free, works great, and makes dealing with the user accounts for FTP a lot easier (and in my estimation safer) than having to configure Windows user accounts for this purpose.
