I'm not.  But...

Putin's current priority seems to be getting the military back in shape (which makes sense since military exports are a good source of income for Russia; it also lets the Russian citizens feel like they might have some of the old Soviet power back).  The recent resumption of bomber flights is the first sign of this, and apparently the least expensive of the areas that needed to be dealt with.  From what I've read that's going to take a lot of money due to how far the military deteriorated when the USSR collapsed and the military funding dried up.  My guess is that the Russians are going to stay in the background of the space race for the time being, unless some amazing new opportunity presents itself.

But that's just a guess.

Oh... don't count the Russians out. They were in bad economic shape when
they abandoned Mir, but now with crude oil at $100 they are either poised to
take over a big role in ISS or build a Mir-2 on their own. Or they might
even partner with China. Technologically and financially China's space
program has much more similarity with Russia's than with America's, Japan's,
or Europe's.
