Tony Rutkowski asked "By what authority or process?" would ICANN be able to
do this ie select alternate registrars for com net and org. Excellent
question....
Esther and Mike's only hope rests in Becky Burr and, as we saw with the
soilicitation from NIST -- STEALTH -- these people don't have open board
meetings because, the way they are operating, they couldn't afford to...
Now there is the small matter of the expert committee of 10 to review the
specs for the shared registry....the new york times article says ICANN is
assembling a panel of ten experts to evalaute criteria for registries.
Small problem here... since ICANN is operating under the MoU without
government granted authority, how can ICANN be doing this unless Becky
granted Roberts an exemption - which is what I have heard happened.
in fact I have heard that the committee *HAS* been selected. Has it? How
can it review the specs and NSI get the software for registry sharing out
on time??....by the end of april esther predicts..... not likely given the
delay in reviewing specs....
But the larter problem is how can becky grant an exemption for the review
committee without vitiating the intent of the MOU? Either ICASNN has
authority or it doesn't...... Of course this sole source solicitation
certainly was another attempt to vitiate it. Becky looks to have a pattern
here... giving ICANN power by stealth..... Of course I am just waiting
until someone goes into court and asks by what right does the NTIA do this
in the first place? BRINGGGGGG. Bell rings . game over.
ICANN's position is so tenuous that you would think esther and mike would
feel the need to win friends on net as well as big corporate backers off
net.
And of course the lottery business is too funny for words.... wasn't that
part of the original IAHC, POC CORE MOUvement game plan???? One that
supposedly got discredited somewhere along the way? Seems to me that the
US gov't got involved cause some folk convinced it that the MOUvement was
bad....
