On Oct. 25, the people Postel had hand-selected to represent a broad range
of interests
on the board of the new organization met at
the Holiday Inn at New York's Kennedy
International Airport. Software newsletter
publisher Esther Dyson was elected to chair
the initial board. Roberts was tapped to be
the organization's first president and CEO.
By late afternoon, the first regulatory
organization grown entirely from the sovereign
domain of cyberspace had been impaneled.
If there's one factor that's marred the smooth transition from federal
control to ICANN,
it's the steady stream of criticism the
fledgling organization has faced. Last fall, even
before ICANN was operational, a group of
critics that Roberts characterizes as very
small and very vocal complained to the
government that ICANN had been formed
without public input.
`One of the things that was very frustrating in the fall was that there were a
few people who confused having their way with
being heard,'' says Roberts. ``I want to
make sure everybody gets heard, but there
comes a point where you have to say `OK,
we've heard everybody, and now we're going to
go on.' ''
