Here are my comments. I am still against constituencies, but if they are
going in, this one should be changed:

interested in the protection of domain names, and their interaction with
intellectual property rights.

add: regardless of the number of constituencies the member is involved with.

Those elections must be open to all members of the constituency both to
vote, and to run.
