+ I find this option very appealing.

 Minus the fee and I'd agree completely. Recall
 people in stations other than affluent may not
 be able to afford any outlay however modest
 by North American standards. Whereas some form
 of identification is becoming more and more 
 common. Fees are problematic. Identity is not.
