The bill would not make the U. S. a signatory to the Madrid Convention.
The U. S. objects to that because each of the 15 EU members gets a
vote, and the EU itself another vote. Something about "one man, one
vote" -- now where have I seen that issue discussed, hmm? :-)  We're
not the only ones forced to wrestle with that bear.

And speaking of bears, the Soviet Union, of course, got away with that 
for years in the U.N., which could have been a disaster had the U. S. 
not had veto power.
