You can only meet an aggressive deadline if you set open.

While many people do not understand why there should be an aggressive 
deadline, at all, others note the FIVE YEARS of delay in adding new gTLDs 
and in creating competitive registries.

Many have note that pursuit the entire IANA/ICANN activity has been a very 
successful ploy to delay creation of new gTLDs.  Although IANA did/does 
need to evolve, that evolution did not have to be in the critical path of 
adding new gTLDs.

This deprives end-users of choice and aids the entrenchment of the current 
monopoly gTLD provider.
