Why wasn't a non-commercial domain name holders constituency
recognized? Why didn't the non-commercial domain name holders
reach a consensus?

The current DNSO is now mainly a trade organization. The only
consumer interests that are represented are commercial interests
and their trademark interests. I hope ICANN will be able to do
better than that.
