Indeed.  But the question may be to whom will it be fatal?  If it is
fatal to ICANN becasue of an implicit vote of non-confidence, is that
necessarily an evil?

ICANN maintains that the real power of ICANN is in the SO's.  If the DNSO
constituency organization can gain no wide support for its efforts, is it
truly an organization of representative constituency?  If it then fails,
who has lost but ICANN and the SO representatives?

ICANN has all the power in the world to affect its own fate.  It would be
nice to see them taking actions which would be widely supported.  What do
you see?
