Can you point to a document (of CORE, not of some other fancy body) stating
this?

What CORE wants is to have a set of rules to add gTLDs, and these rules can
come out only from recommandations by DNSO/DNC and decisions by ICANN BoD.
Therefore, every delay in getting these bodies in operation is a delay in
the introduction of gTLDs.

CORE has no problem at all in acting as a Registry in competition with other
Registries (even if I have to confess that personally I am in favour of
non-profit Registries operating in the public trust - but then, if the
majority thinks in a different way, I'll accept it - that's life).
