So agreements on these issues are going to require
          a new level of international cooperation and global policy
formation.

          The subject of Internet taxation is absolutely top of mind with
every senior
          executive I talk with. To a person, they question whether they're
going to take the
          plunge into Net-based commerce only to find out later that
overregulation and
          overtaxation have dried up a rich new source of revenue. If
governments refuse
          to cooperate, unilateral and uncoordinated tax policies will
result in a
          multinational hodgepodge of tax policies that will choke
e-commerce in its
          infancy. It is essential that governments apply existing
principles of
          taxation-emphasis on existing policy-to global electronic commerce.
          E-commerce should not be subjected to unique or higher tax
burdens than
          transactions in the physical environment.
