Because they really have no idea what's going on and have been more
heavily lobbied by pro- than by anti-ICANN interests. Also, because
the DOC has the backing of the present administration. Furthermore,
because, fundamentally, they are afraid that a failure of ICANN will
be such a loss of credibility for the DOC and the USG that the
balance of power over the Internet will pass to Europe.
