OK....tony or someone else.....what has to happen before this becomes 
effective as far as IETF is concerned?

does bill manning whose salary is paid by ICANN, eastlake who works 
for one of the primary implementors of ICANN and the guy from nokia 
have the power to implement the gac's wishes?
