I never wrote nor thought that the White Paper had the authority to enforce
law in the US (not to speak about other countries).
I just wrote, and you seem to confirm, that it is a "statement of policy".

Nevertheless, I attache some value to it in relationship to the Green Paper,
that was not even a statement of policy, but just the preliminary position
of USG - or DoC, if you prefer (BTW, it looks to me more like just the
personal opinion of Ira Magaziner, but that's another story).
