NSI.

utter defeat.

"Network Solutions, ICANN and Commerce have
reached a agreement under which Network Solutions
will become accredited by ICANN both as a registry
and as a registrar, paying upwards of $1 million in
up-front fees for the privilege.
In return, Network Solutions will retain sole control
of the hugely valuable .com, .org and .net domain
registry for at least four more years."

How is ICANN going to be able to pony up $1m when the are
both broke and in debt to boot? We believe that IBM
and the GIP
are going to have to dig deeper into those pockets and give/loan
ICANN the $$!
and also...
"- Network Solutions will be allowed to retain
control of the registry for an additional four years (or
eight total) if it fully separates its registry and
registrar businesses (a simple spin-off will not be
counted by Commerce as a "separation");"

NSI must SELL the registry business or contract it out
and additional registry's must be accepted in order to
have real seperation and competition.
and even more....
"- Network Solutions will agree to pay ICANN as
much as $2 million per year in registration fees and
$250,000 per year in registry fees (Network Solutions
will pay $1.25 million of that up front - significantly
alleviating ICANN's long-running cash crisis); and
- Network Solutions will continue to manage the
legacy root server under the direction of Commerce."

NSI took this one on the chin, and are likely to balk
at ponying up the initial payment. ICANN has effectively
admitted it cannot manage it's financial needs. DOC/NTIA
let ICANN off the hook a bit in a small way here. The next
ICANN BOD will swallow up most of the initial payment
in salaries alone, and remain financially insolvent. ICANN
had to give up running the Root! (Thanks heaven).
NSI
remains in basic control of the DNS.
