I must say that this is a bit of oddness - A "Domain Name" is composed
of a sequence of "labels" separated by dots.  The total length may not
exceed 255 bytes and each label may range from 1 to 63 characters in
length.

In other words, DNS has had 63 byte names ever since the beginning. 
Perhaps some implementations were broken, and there were indeed some
administrative limitations.

But 63 is nothing new.
