  Well yes in part, or at least they espoused to be....  It appears, this
is not the case.  No surprise there though.

  Self regulation either via contract or otherwise only WORKS when
the regulators have the ability and mandate to enforce the regulations
they espouse to, which ICANN doesn't, and they have the consent
of the industry, again, which ICANN doesn't.  Given that, ICANN
is impotent and not much more than a "Club".  Nothing wrong
with that, but to espouse to be otherwise, goes to creditability...
